Simple solution, require more sacrifice fitting wise to use a cloak. Cut all cpu and pg on scouts by a decent amount. Give scouts a flat fitting bonus to ewar equipment. Cloaks become harder to fitfit with ehp. Brick tanking gets harder, ever...

I think switching to a weapon or equipment should be possible while cloaked but there should be a delay of perhaps 0.5 seconds from pulling the trigger before your equipment/weapon activates. During this time a decloak animation plays.
