I would support an increased cap for new players (maybe 1.5 times the regular rate) until they hit a certain arbitrary SP amount. Doing away with cap completely until said amount would again lead to active booster abuse (at least in CCPs eyes).

Reducing the base shield regen on Charybdis' won't do anything. You survive all those AV nades/forge guns/swarms by tanking, resists, and speed, not by shield regen. The only vehicle with halfway decent shield regen is the Ishukone Watch Saga, and...

Are you talking about ambush games where there is only one drop uplink, and even if you press triangle, the respawn timer initiates on that drop uplink? As far as I can tell, it only uses that uplink to signal the respawn timer and doesn't actual...
