Starter fits + REs are a good way to curb protostompers. I prefer my BPO scout with E-WAR mods, but starter fits and REs will work too. Use yourself as bait (since they will no doubt scan you) then blow them up as they try to take you out.

Passive scanning skills are really only worth it if you plan on going into Gallente scout or Caldari scout, and intend on using the modules. For mediums, the passive skills only give a slight advantage that you'll probably never notice anyway.
