Correction; it seems as though the long delay will activate whenever something completely removes your shields in one hit (i.e. grenade blast, sniper shot, etc.).

If you think that's bad, try timing the shield recharge delay after full depletion using a flux grenade. It's around 14 seconds for logi suits and 17 seconds for heavy suits. That's just to start regen, not the time it takes to reach full shields.
