This has been suggested (by me and others), no one wants to hear it for some reason. It makes more sense than side arm limiting, or any of the crazy stuff people have said. Plus, its a function already present in the game. Easy to implement.

The solution is high pay/salvage faction warfare. Adjust prices so it possible to run only standard/advance in pubs, but worth while for proto in FW. It's hard for new players to have fun when they are severely out geared.
