Even with electronics; core; light weapon to 5 its not enough. I think you have to get explosive to 5, maybe. Haven't done the numbers to be sure. Kind of crappy, a fully kitted suit you can't use out the gate.

Move damage mods to low slots, armor reppers to high. Combine regulators and rechargers (overall faster shield regen). Increase regulators from 10/20/25 to 15/25/35. Keep them in the low slots, done and done.
