I have a strong feeling that even if the TAR was nerfed in range and damage, people will still ***** when people who actually know how to use them still kill them. (Not saying I'm one of those people)

It would be nice if CCP separated aim speed and aim sensitivity similar to Lost Planet. Its hard to explain if you've never tried it but it works nicely.

2% wouldn't be bad, and it should be for all movement (base movement, sprint, and jumping), that way anyone who skilled to level 5 could at least use one complex armor plate and be able to negate the penalty.
