I think drop suit health is fine right now. You just have to spec into it. I currently have 600 effective HO in a standard suit. So it is definitely possible

Supply depots will occasionally not give all of a dropsuit equipment when a player switches their load out. Sometimes I'll only spawn with equipment, other time i will only have one of my weapons.
