Perhaps you prefer the words "balance." There are a lot of complainers, but a lot of times there are weapons that are far better than everything else. No weapon should just be better than anything else, just different in its role.

Why use complex? Fitting costs are high in comparison to enhanced with little actually gained. So you gain maybe 100 hp for an extra 8% loss of speed with increased fitting requirements.
