You mean like the squad command selector thingy? I've had it a few times, it's possibly a bug that happens when you get killed when you're in the squad command menu , but I can't be sure that's what causes it.

I put a regulator in the low and use a RR ACR with a compact or better rep hive. Sure there's no damage on the CR from the suit but as a "sidearm" it's pretty decent anyway. I prefer CR if someone (read scout) gets too close.
