If they want Shield Regs to work then make them 25 / 50 / 75 and make them CPU/PG intensive enough and stacking penalty high enough that people wont stack them. Still sucks for Minmatar Scouts and Assaults that have all of 2 LOW SLOTS!!!!!!!!!
