Tanks actually move at the same speed. They just accelerate much faster. But I have a feeling they've been balanced for webifiers given that they like to balance for stuff still in the drawing board.

It's only really GaLogi and sometimes Minmatar that use damage mods. The problem is there's really nothing much else for them to use. Damage mods really should be a low slot item while scanning and eventually EWAR can get shifted to high slots.
