Well what do you propose instead? There are too few useful high slot modules, especially if you happen to prefer armor tanking. I don't think 3/5/7 or 3/5/8 will be so game breaking. Remember that weapon proficiency was changed as well.

Correct me about what? All I'm saying is armor tankers need a high slot module. Secondly armor has been much better than shields (recent shield buff is pretty balanced though). Both are facts. Yep I remember the Golden age of shield tanking too.

I doubt their PG could support 2 kin cats and a SR without sacrificing a low for PG upgrade. I see your point though The issue lies in the lack of low slots to augment armor tanking. Hmm..
