5 point buff across the board to precision, profile and scan radius with each race getting a addition 1-2 points in each stat.
Caldari + 2 meters range
Gallente -2 profile
Amarr +1-2 points to precision
Minmatar +1 meter scan range -1 profile

Rather have a small bonus towards logistics. And +/- 5 stats, not just 1 or 2 points.

It is plus 5. The 1-2 points are the racial bonus of the suits.
