CCP took so long to balance scouts, all the while keeping them in the gutter, they made OP skilled players that could adapt to any circumstance vs any odds and strategy. Sure, scout kills are on the rise due to balance. But the scouts that whip the ******* **** out of you to the point your come onto the forums and scream for change? That's a scout that played against you with stacked odds for about a year.
You are just reaping what CCP sowed. Your vacation is over. Since balance has been introduced you've had a few newbros sprout up to bolster our numbers, but the ones that have been making you screech into the night.. come here and cry for mercy?
We were forged from challenge, from adverse odds, and an underground community of intel sharing killers.

Ninja not part of ground combat game. The game is dead. CCP is giving the console kiddies the arena game they wanted. Scout as a ninja is an unfortunate side effect of the bad decision to develop on the console.

Scouts, having no role, don't have anything that bounds them to a team. Alongside this they have superior regeneration, precision, and dampening that they combine with cloak to basically do anything they please as the sole mechanism of ambushing players regardless of gamemode. |

Due to this and being able to see your position at all times and even through walls scouts 90% of the time get to shoot first, completely undetected, ain't nothing wrong with that either, you just have to be a heavy. |

If they were around when we could run faster than hit detection and teleported a bit often, I'm sure they'd swear blind it took skill as well, not that most of them were around for that.

Yes, I too enjoy one or two shifting heavies while be unscsnnable, can scan anything and equip anything I want,being able to move the quickest and have 2 equipment slots.
I run my scout when I want easy mode and a break from everything else. Maybe its because I ran scout before they had a cloak, bonuses and 2 equipment slots that I can see how ridiculous it is.
I enjoy it, but it is far from what you make it out to be.

The scout is uncloaked, but doesn't render as such because there is lag.
Wait until the next patch and see if this is still a problem.

Best scouts are force multipliers, not pub stompers.
Slayers and Heavies establish the front lines. Logi's reinforce the lines.
Scouts are the ones to sneak around and muck up the lines. By flanking and ganking, you force them to divert attention to their flanks, allowing a frontal push in to the objective. This is achieved by assassinating key logistics or heavies to weaken the front, or by removing uplinks allowing for a push out.
Now, how do scouts manage to get all those kills in PC then? PC is freaking hectic that's why. There is SO much room to take advantage of that chaos and turn it into kills. That being said, this is only achieved when:
1.) Your team is strong enough to CREATE that chaos.
2.) You are good enough in 1v1 to allow you to survive DESPITE the order.
That being said, this only applies to PC. Pubs is just a kill fest.

Because I'm not that great a slayer. Yeah, I've met a lot of people who can 1v1 me better in scout suits. But that's not how I got on FA. I got in because while I wasn't the best slayer, I MADE THINGS HAPPEN.
Stealing objectives with 3 second hacks because you overextend.
Getting rid of your equip spam because you are too distracted by trying to slay in PC, then watching as I call out your position and let the heavies do the work.
Working WITH squad mates to take objectives through good uplink placement and zealous defense, at the expense of my KD/R.
THAT is what makes a scout. Not his K/D.
TL;DR
KD/R doesn't make a scout. You might win 1v1's with your "OP Scout Suit", but at the end of the day, I don't give a damn. I'd gladly take a 1.0 KD/R in PC and walk away with a win, even if I lose every fight to you.
THAT is skill. Being able to WIN BATTLES.

Scout suits come in 2 flavors, scout and of the month. I don't mind losing a firefight with anybody granted my death is legit, resulting from my dumb decision or being outplayed, out maneuvered, or just out shot. Scouts currently are the suit most capable of random fluke kills not related to those things, but they haven't always been. hit detection, ewar and speed have not always been proper. I respect any long running scouts and running a true scout even now builds patience and situational awareness that makes you light years better with any other suit.
Mollerz is right, any good scout who remembers the poor balance but still made it work, can probably outfight you in any frame or if scouts get smurfed again. That being said there are a lot of ppl who just can't fight no matter what you give them.

It's not scout's fault or anything and it does not belittle their skill.

A couple of scouts on a map make running an assault suit unbearable. They're not so bad in ambush but my god Skirmish is owned by whatever team has the better scouts. It became an even bigger problem after the nerf to the burst HMG. I'd say 90% of my deaths are cloaked scouts that force me to pull out a cloaked scout just so I can compete with them. |

That is a good point. As an aside, I've actually toured Napoleon's apartment in Paris on a wonderful afternoon after touring the Louvre. It was pretty garish, but quite impressive.

Then that means THAT THE SCOUT IS STILL CLOAKED! Hey man, I swear, the scout wasn't cloaked, granted, for all intents and purposes he was cloaked from the perspective of everyone else, meaning he was still invisible and had a dampening bonus, but I'm TELLING you man, he wasn't cloaked, that he was invisible and dampened was because of lag.
So then if lag is fixed, a longer fire delay is unnecessary, as he will appear uncloaked when he uncloaks.
Also, this shouldn't be much of a problem because of the shiny shine that the cloak gives off which is really noticeable at under 40 meters

But if I want to score a huge number of kills as infantry, I go Gal-Assault with Combat Rifle.
My Gal Assault has the HP to ignore that first shotgun blast from some cloaked scout. I have the reaction speed to turn around and target them. Then I have the DPS to kill him before he can kill me.
Certainly if I want to feel more secure, I can use any of my prototype sentinel suits, but usually I need an LAV or a ***** Logi to keep me stocked on ammo. Scouts are just easy kills with my HMG, even using the STD HMG on my Templar Sentinel.
Of course, heavies are easy targets for scouts, because most try to use that HP as their defense and then spray and pray with the HMG. The secret is to have high controller sensitivity so they can't dance around you, but people with terrible aim need it lower and get so very mad when a scout dances around them and tries to vilify them in such predictable ways, mostly by claiming things that are false as reality or exaggerating things without any disclaimer.
If you know what you're doing, when a Sentinel and a Scout are near each other, the Sentinel just chuckles at all the WPs gained.
Logistics suit is great for WP farming. . . still able to get plenty of kills but it's just not good at being a Slayer Logi anymore. That's why they need a buff. All the Logistics players finally gave up on trying to get the most kills and are finally paying attention to their ******* terrible skill bonus and how just a single enhanced EQ is not enough.
But the Scout suit. I roll with that for a bunch of different reasons.
Trolling is the best. Specifically going after just a single player on the other team just isn't possible with the other suits.
Defending a point. I'll be honest, I'm not a true slayer. That requires a far more aggressive play-style than I enjoy. I like to sit around and ambush people as they lose sight of the enemy because they focus on taking an objective.
Winning faster. Most skirmishes aren't going to end from cloning the other team, best way to finish the game is to put on the scout suit and take the objectives. Hackspeed bonus or dampening to get in and out, then kill people as they try to counter-hack
My favorite thing though, is killing a cloaked scout when they have that look of "How the hell did you see me, I was invisible" when they don't know how pathetically easy it is to spot that shimmering blue outline. Best is with a Forge Gun, they think it's a fluke and try the same path again, then kill them with another forge shot, then see if they try that a third time. Most scouts are dumb enough to do it.
And that's why Scouts are easy kills. They actually think the cloak field makes them invisible instead of translucent and rely upon it.

But I still use my Cal Scout from time to time and man do I still own better in that suit than in my Gallente Assault suit. While using the same tactics

I'm from the UK mate.
We did change but both are used everywhere and both are used for various things, I liken it to the American English language change.
Noah Webster tried to simplify (dumb down in my eyes) the English language in America and 5 generations were taught his tosh. In the end, it was cast off as crap as his new loledition saw words like 'tongue' spelt as 'tung'. Regardless, you guys still use a lot of it as although a lot of it is simply no better than engwish, you guys still use the changes that are easier and make sense.

The funny thing is if you, as an american, grew up using the imperial system you don't want to change, but once you are exposed to the metric system you see why it's better instantly.
The only real problem I have is Fahrenheit to centigrade. I just can't wrap my head around it for some reason.. 30 degrees!? I better get my parka.. oops.

We measure height in feet relative to a person as well aye.
It works out better in that respect.

Everyone knows I am a long time minja scout (the worst of the scouts even to this day) and ran knives mostly. I've always specialized in heavy slaughter. It's my bread and butter.

Getting rid of your equip spam because you are too distracted by trying to slay in PC, then watching as I call out your position and let the heavies do the work. Working WITH squad mates to take objectives through good uplink placement and zealous defense, at the expense of my KD/R. THAT is what makes a scout. Not his K/D. TL;DR KD/R doesn't make a scout. You might win 1v1's with your "OP Scout Suit", but at the end of the day, I don't give a damn. I'd gladly take a 1.0 KD/R in PC and walk away with a win, even if I lose every fight to you. THAT is skill. Being able to WIN BATTLES.

Then that means THAT THE SCOUT IS STILL CLOAKED! Hey man, I swear, the scout wasn't cloaked, granted, for all intents and purposes he was cloaked from the perspective of everyone else, meaning he was still invisible and had a dampening bonus, but I'm TELLING you man, he wasn't cloaked, that he was invisible and dampened was because of lag. So then if lag is fixed, a longer fire delay is unnecessary, as he will appear uncloaked when he uncloaks. Also, this shouldn't be much of a problem because of the shiny shine that the cloak gives off which is really noticeable at under 40 meters

After a few years of playing battlefield, I have become very good at judging distance in meters.
Being in a science major, I only use English units when I'm forced to. The only unit I have trouble conceptualizing is Km/h. Damn cars.
