Can confirm this to be true.
Scouts are now balanced, but the only thing that they need is a little more dampening from the cloak.
Thats all

Instead of an anti-scout circle jerk where scrubs who have no idea how the game is balanced talk about their scrubby wishes to balance scouts (i.e. remove all equipment, make them sidearms only, make them worse at eWAR than med frames, etc.).
If you people who want scouts to be useless again can suck each other off in your own threads, we should be able to do it here.
Overall, scouts are pretty close to 100% balanced.
They need to remove shared passives, and make cloak dampening available at all levels, and I think they'd be in a very good place.
The only problem is players who don't pay attention to the game and instead look at a little circle in the upper right corner of the screen.
Those are the players who we prey on, because they are the only ones we can kill.

There already is one, its .5 seconds.
I dont understand how that has any impact though.
If you get shot from behind, the cloak wasn't needed.
If you get shot from the front, its your fault for not seeing a shiny blue shiny-shine.

There is no way to do it.
The scout is uncloaked, but doesn't render as such because there is lag.
Wait until the next patch and see if this is still a problem.

Then that means THAT THE SCOUT IS STILL CLOAKED! Hey man, I swear, the scout wasn't cloaked, granted, for all intents and purposes he was cloaked from the perspective of everyone else, meaning he was still invisible and had a dampening bonus, but I'm TELLING you man, he wasn't cloaked, that he was invisible and dampened was because of lag.
So then if lag is fixed, a longer fire delay is unnecessary, as he will appear uncloaked when he uncloaks.
Also, this shouldn't be much of a problem because of the shiny shine that the cloak gives off which is really noticeable at under 40 meters
