They're not all gone, but you're mostly right.
Radar is gone, Musturd is gone, Marauder is gone, etc. etc. etc.
At lot of the current scouts are really just adapted slayer logi's or assaults (COUGH COUGH FROST KITTY COUGH COUGH).
Very few "OG" remain.

Best scouts are force multipliers, not pub stompers.
Slayers and Heavies establish the front lines. Logi's reinforce the lines.
Scouts are the ones to sneak around and muck up the lines. By flanking and ganking, you force them to divert attention to their flanks, allowing a frontal push in to the objective. This is achieved by assassinating key logistics or heavies to weaken the front, or by removing uplinks allowing for a push out.
Now, how do scouts manage to get all those kills in PC then? PC is freaking hectic that's why. There is SO much room to take advantage of that chaos and turn it into kills. That being said, this is only achieved when:
1.) Your team is strong enough to CREATE that chaos.
2.) You are good enough in 1v1 to allow you to survive DESPITE the order.
That being said, this only applies to PC. Pubs is just a kill fest.
Why do I bring this up?

Because I'm not that great a slayer. Yeah, I've met a lot of people who can 1v1 me better in scout suits. But that's not how I got on FA. I got in because while I wasn't the best slayer, I MADE THINGS HAPPEN.
Stealing objectives with 3 second hacks because you overextend.
Getting rid of your equip spam because you are too distracted by trying to slay in PC, then watching as I call out your position and let the heavies do the work.
Working WITH squad mates to take objectives through good uplink placement and zealous defense, at the expense of my KD/R.
THAT is what makes a scout. Not his K/D.
TL;DR
KD/R doesn't make a scout. You might win 1v1's with your "OP Scout Suit", but at the end of the day, I don't give a damn. I'd gladly take a 1.0 KD/R in PC and walk away with a win, even if I lose every fight to you.
THAT is skill. Being able to WIN BATTLES.

IDGAF about the list, I'm just pointing out what makes a good scout.
Read those tips. You might win some more PC's because of it. KD/R is only important in PC if you are REALLY good at slaying.
Everything else is about controlling objectives.
Source for Advice: Was on FA's A-Team for a very long time. Last time I checked, they owned most of the star map too. Makes me proud to see them trucking on.

So easy to measure things to get them close enough
Metric is superior in almost every way.
I still don't know why we haven't converted. The only legitimate reason I've ever heard is the cost. Apart from that, it just seems like a lot of people don't want to have to learn metric (Which is dumb, since its easier to use than English when you learn it. None of that 5280 ft to a mile or 12 inches to a foot, 3 feet to a yard.)
