I kill heavies easily in this build, pro cal scout shotgunner... I was a heavy for the last year but am now a scout this should say something... I personally feel bad for heavies, actually all non scouts.

It's .2m/s faster walk speed, not to mention an extra low which is the most flexible slot for a scout, the NK bonus is the only suit which really make them viable.

I got all the sp, 240 odd forges and only 7 HMG and here I thought on my first match I killed twenty something reds with a basic HMG almost 10% of allotted aurum HMGs headed my way.

Rail rifle has a 78m optimal so 7.8 is quite nice but perhaps 3% per level would be better around 12m increase but it is a bit much. Honestly I'm a scout/heavy I couldn't care less but in the name of balance.
