i'd like to point out that this has not been fixed since the Hit detection fix in 1.6. CCP please look into this, as though it may not be a widespread problem (not everyone uses the Forge gun) , it is a genuine one.

im liking the Respec skillbook idea, and especially the part where you must sacrifice SP to be able to get the respec. Im not feeling the 100,000 Aur cost. though. paying the equivalent of $50 for a respec is a bit excessive me thinks.
