That's Minmatar in a nutshell. They have low HP, high speed, and decent shielding. If you want HP try the Amarr Scout when they get around to making it... if they don't screw it up as bad as they've done the other Amarr things anyway.

Just wait until the Minmatar or Amarr rifles come out, then we can complain about rifle range. They may have shortened the Blaster Rifle's range because it's a blaster. Go to the EVE wikia and search Turret Types to check their relative ranges.
