I always have a reper tool when i have a needle so i will switch to rep tool, revive then hold the trigger to start reping as soon as they are standing. In fact i to soak up even more points i use standard gear needle and advanced reper.

I think what they were referring to was that in eve you have to spend time doing nothing but learning the skill. That character has to sit in doc doing nothing at all just jacked into a terminal learning a skill. Some skills take months or longer ...
