well it has already been said that the npc corps wont charge a tax. Also tax will only apply to 100000+ isk earnings so its not going to have that much impact.

Well if the shield heavy ends up being like the shield heavy in beta the up side is that you get much better mobility compared to a standard heavy. Yes there are a lot of things to penetrate shields but even shield heavies still had armor i think ...
