I really don't like the idea of a militia HMG with the effectiveness they have right now. You'd really have to do something similar to the AR and SMG has (Lower clip size, longer reloads).

Rely on the fact that the person in the suit is likely bad as they have a dependency to have anywhere between 2 and 5 times your HP to win a gun fight. Sit outside their optimal and shoot at them.

Not saying any of this is true, but there may be issues with certain kinda of equipment that do certain things when there's a lot of it stuck to eachother which may include launching/teleporting people halfway across the map..
