I'd have no problem with bullet travel time and drop. It'd make it require more skill because you'd have to judge where to aim. It would also minimize the difference between a mouse and stick.

Maybe it should be balanced more in favor of the passive SP gain. So less bonus SP from combat and (maybe) a little more passive SP. That would narrow the gap between people who play all day and those who play less often.

No. This game has a fairly serious realistic military style. No one uses two guns at the same time except in movies. I like John Woo movies, but it wouldn't fit in this game.
