I've had a similar problem. For me it seems to be if I throw it too close and am standing in its range as it deploys then it won't give me ammo. Sometimes if I walk far enough away and then back into its bubble it'll start working.

That accuracy is only for the hip fire. It's still just as accurate as before when using ADS.
