I believe you'll have to put SP into Plumbing, Drainage and Ceramics before you can access the skill which unlocks the new plates. As for the current ones the movement penalties are getting toned down or so we've heard.

Increase 'bullet' size by about 10x. It's firing globs of plasma after all. As such it should also do +33% burn DoT that interferes with shield regen and stops armour repairing. CCP, are you hiring?
