By definition breach weaponry has a lower DPS. However a standard RR has similar(if not better) DPS than a gal ar. Change that or give it sniper rifle level recoil. Long range weapons do high alpha yes, but pound for pound do less DPS than a combi...

I'd vote more for heavy Hp mods. Heavy plate gives 150 standard, 200 proto, but 10% speed reduction. Heavy shield extender gives 120Hp at proto, 10% reduction in recharge rate.
