Thanks! I must have called the first one in from the squad leader screen because my squad earned it, but was unable to do the same with my second because I had earned it as an individual. Starting to make sense now.

I still can't figure out exactly how it works. I managed to use it once, but when I got the "battle commendation" orbital strike message later, all I managed to do was set a squad attack target.

It's probably going to take a lot of tweaking on CCP's part to get it right. They want to make sure that a heavies turn slower than scouts regardless of the controller. Keep playing around with it and let the forum know how it goes.
