It's too low. I can kill 7 Gunnlogis in one round, loose one of mine for a net loss. Pushing the isk rewards for killing tanks up would also get more AV people out there. It's more profitable to kill dropsuits then tanks.

Having a mission builder would be nice. Call it "Training ground construction" or whatever. Basically an overly complex obstacle course built by players for players populated with "target drones". Scored, timed or anything.
