The best way to stop protostomping is PVE, so that players who are bad at shooters can shoot NPCs all day and stop blaming the enemy's gear for their total lack of initiative and skill.

Not sure about exact numbers, but kincats should make your strafing, forward motion and backpedaling faster as well. This idea is old as dirt, but it's time to re-visit.
