Solution would be to drop rail tanks range significantly and make the tiers or rails stand out more. There isnt enough of a difference between militia to proto rails as it still takes the same amount of shots to kill other things. The exception is...

I can already push 500+ hp with a proto scout...its really not worth it though. The extra armor and dropped mobility make this a rather weak setup.

Honestly I have no clue what I'm going to use as a scout now...I used pretty much exclusively pistols and its kinda sad that they got hit so hard. Nearly 50% rate of fire nerf on the one thats supposed to actually have good rate of fire...breaches...

There isnt a damn thing wrong with shotguns hitting hard against shields. The militia level works just fine for me even against tanked proto's. It may take a few shots but still. Having any damage bonus at all is kinda a plus isnt it?
