I feel that the cloak will firstly be a psychological game changer. Scouts with a cloak equipped will be able to lock down certain areas through fear and paranoia alone.
Say that your squad really wants to hold down "B." Simply send a scout or two to B and have them wait. Their superior passive scan range will alert them to when an enemy or enemies are headed over to try to and take the objective. Cloak engaged. Now the scouts lie in wait out of the enemy LOS (to prevent their reticule from glowing red) and wait for them to start hacking. Cloaked scouts move in for the kill with either RE's or a shotgun.
Now you've put fear into those players which if playing in a squad, they will relay that there are cloaked scouts defending B. Suddenly you will have players that may be "too afraid" to enter that objective and it will be effectively locked down.
Yes, I know scouts currently can do this by simply being dampened enough not to show on RADAR and it's terrifying when you're suddenly dead to something that you didn't even see, but cloaks will make this tactic even more frightening and effective.

Now the tactic I described above will bring about a positive change for scouts in another way, they'll actually be needed by teams/squads.
Let's say a squad has set up the scenario I've described above where they are camping an objective watching their passive scans before they cloak. The enemy team now knows from being blown to bits that they're in there but doesn't know how to approach the situation. CALSCOUT I CHOOSE YOU! Unless one of the scouts lying in wait is a calscout themself, the calscout the enemy is sending in "shouldn't" appear on the ambush scouts' passive scans. The attacking calscout "should" be able to see the two ambush uncloaked scouts on its passive scan (remember they haven't cloaked because they haven't seen anyone on their passive.) Calscout now knows where they are, cloaks, and heads in to eliminate two uncloaked scouts trying to "ambush" anyone who tries to take the objective. All clear.

Scouts are going to be used now imo to start doing what their role suggests and scouting out for enemies but mostly other scouts. People will be aware that in their medium or heavy frames, their RADAR will simply not be capable of scanning down scout suits and thus will send their own scouts to assess a situation first before the cavalry arrives so to speak.
I could list the ways how we Amarr are better than you, but your lesser mind wouldn't comprehend it.

And that's why I'm skilling up Gal, Cal, and Min scouts. I already do outside point defense on my own - it's one of the best ways to get in knife practice. The cloak will make it much more entertaining and add survivability.
However the non-scouty solution to the above problem would be to send in a Gal Logi with the focused scanner. Its 15dB scan precision would pick up anyone except a quadruple dampened and cloaked Amarr scout, or a Gal Scout who is either running two complex damps, or a complex damp and has its cloak up. |

If you can't find him and he can't find you, then you're evenly matched in terms of scanning. But if he can find everyone else, then he has an edge (perhaps not over you, but over everyone else, certainly). |

You can do that now. Just have a scout with double complex range modules. thats close to 60m scan range, I think?

For a Gal scout it's actually 73m.
For most sockets, I just use a militia range amplifier. The 45m I get is plenty on any sockets with cover. |

While I like the idea of picking a Cal scout for countering other scouts, I don't think it's going to happen. It takes two to three complex precision enhancers just to pick up an MK.0 with one complex dampener, and that's likely on a Cal scout (Not entirely sure right now as the protofitting tool doesn't have the Cal scout up for whatever reason More likely than not, whatever has already been said is what will happen. A few Galogi suits will come in with proto scanners (possibly multiple scanners each) and scan the crap out of the area until they hunt and kill the scouts.
Nova Knives are OP! Nerf em before you lose all your proto suits!

The best way to instill fear in players currently, is to actually LET them see you. Then kill them from behind and fade back into the area. They have actually seen you now, had a chance to kill you but couldn't because you doubled back and outflanked them. Any weapon will do. But people mess with you less if its a direct hit with a plasma cannon. Generally.
Either way, scout is just good fun ^^

Unless that Cal scout fits two complex damps, then yes, I can find him. I can also find any suit larger than a scout, unless they're stacking 3+ complex damps, which, for the normal roles associated with medium+ suits, seems really unlikely. This will probably mostly be seen on logis/commandos that people are trying to get clever with.
I think it comes down to this (assuming max skills):
Cal scout: Shield tanker, passive scanner extraordinaire; shield mods use high slots, so do precision enhancers; a complex precision scanner grants an initial 20% bonus, requiring the Cal scout to fit 3 in order to maximize the effectiveness of its bonuses. This is 75% of its high slots dedicated to optimizing its role bonuses, and this still is not enough to scan a Gal scout with 2 complex damps. Can achieve radar invisibility to all other scouts' passive scanning using two complex damps, but this completely fills up its low slots, leaving it one remaining high slot to diversify the fitting while still maximizing its stealth/scanning effectiveness. And since you can't really fit any other scout-relevant modules (CRs, KCs, codebreakers, range extenders) in high slots, it's an even bigger bust.
Gal scout: Armor tanker, radar invisibility is its forte; armor mods use low slots, so do profile damps; a complex damps grants and initial 25% bonus, meaning the Gal scout only needs two complex damps to trump the Cal's passive scans, and this assumes the Cal scout has at least 3 precision enhancers. This means only 50% of the Gal's low slots are used in optimizing its role bonuses. Sure, the Gal scout needs to fit two complex enhancers to detect any scout using up to 1 complex damp, but I can't imagine what else would be fitted in the lows, since the suit isn't optimized for shield tanking, and since damage mods are nerfed. This leaves two low slots for diversifying the fitting after optimizing its stealth/scanning effectiveness, which means you could add one or more plates, CRs, KCs, codebreakers, range extenders, armor reppers, and so forth, all of which are relevant to the Gal scout as an armor tanker and a stealthy, quick scout.
This is just my opinion, but at this point, I am stuck trying to decide between sticking with my Gal scout or switching to Amarr for the time being.
My other dropsuit is a Python.

If I'm guarding a point and more than one redberry comes to hack it, the scenario usually plays out in one of a few ways:
1) The multiple reds go to hack the point and I remote them all. 2) One hacks while the others overwatch, so I remote the hacker. Then both go into hack together, and I shotgun them or knife them. 3) I let one see me, then try and kill him after he separates from his friends, who I can then remote as they try to hack. 4) They see my remotes, blow them up, then go to hack. If they are smart enough to overwatch, I leave them alone, then rehack the point once they leave. Otherwise I try to kill them all as they are busy hacking (usually by dropping another remote). 5) They see me and kill me, and not realizing I have an uplink hidden but close by, I respawn and situations 1-4 happen again. |

I believe it will simply end up being a case of if you sdont have a cloak then you you will just get trolled all match, further making customisation even more pointless unless dying is your idea of fun.
Dust has always shown fotm mentality so I can't see it being any different.

I can see cloaks and REs becoming a tactic. Walk up to a group of heavies, de-cloak, toss an RE or two, run and detonate - OHK.
Everything is used to slay and this looks to be the easiest way to do that. Heavies will be very popular and they won't be able to waddle away from the RE fast enough. |

Honestly - a lot of what is being suggested here is what scouts already do - obviously it will help do it better, but apart from chasing a target in the open to get into Shotty/NK range (standing still when they check their six then resuming sprint when they turn back around), I haven't really heard much suggesting it will open up completely new tactics.
Though something that can help scouts do their scouty business better is no bad thing. I just I'm predicting a moving scout at 30m is still gonna be quite noticeable. We shall see I guess...
I think the psychological effect of cloak will just be easy QQ material for hatemail. Can imagine getting 'invisinoob' mails even when I'm not running cloak...
