Right now there's a default gallente and Caldari LAV. If you're Gall or Min you'll get the Gallente one, if your Cal or Amarr you'll get the Caldari one. At present this gives an advantage to Cal or Amarr characters.

Mass and relative velocity makes more sense, since that's how it works in real life. Interesting side note, that would make a new reason to go armor tank: your increased mass would make LAVs take more damage.
