I'm pretty sure target intel shows up for cloaked enemies. IE. if you aim where a cloaked enemy is your crosshair will turn red. And just FYI: -change weapons (or equipment) breaks cloak, -charging scrambler rifle does NOT break cloak.

When looking down a laser rifles sights you cannot see the target information (shield/armour hp etc) due to the colouring. A similar thing can happen on some maps (in game and on the map screen) depending on the colour of the ground.
