Honestly, what's the point of dampeners if the "some margin of error" gives away your stealth? Do away with the error message and you'll see most of the complaints dry up, as scouts can take their rightful place as assassins and ninja defenders.

To me, the laser rifle should have the longest range in the game--even longer than sniper rifles. The big drawback, however, would be that the laser is completely visible when fired, so you better be ready to run and hide after using it.
