The tactical AR would be fine if it had the same aiming sensitivity like other ARs when scoped in. As it is right now, it's quite hard to follow a moving target even with high sensitivity settings.

I think you should add two points to the 'armor' list: Armor plates give a much higher boost to overall hp
armor tanking enables you to increase damage ouput via damage mods in the high slots.

I'd say the real question is why do you even get vehicle assist points if you don't shoot your gun at all? I can sit in a tank as the gunner in ambush and rack up +35s en masse, while doing nothing but chilling out and watching my driver going on ...
