Gallente scout is already being groomed for EWAR. Not sure if they'll get energy vampires. Cloaking is a given but I'm pretty confident they'll be getting jamming, target painting, and possibly tackling if Logis don't get the latter.

The dispersion is there, you really notice it on the receiving end of an AR at max range. But it's not drastic enough IMO. I doubt the people I've faced off against actually have SP invested into sharpshooter. But there's virtually no kick anymore...
