Regardless of what the target is running, even if they're a heavy, if you actually hit when you unload a full clip into their back they will die.

I love nova knives, but sometimes it feels as if they don't love me. Mostly when they're in my gut. I'd quite like to see a lunge type thing on them, so if the target moves a centimetre you won't miss.

Absolutely not. If you can buy proto BPOs, or even just advanced BPOs, then you gain the ability to spam that equipment without caring much. A vk1 or B-series with this would be disastrous for balance.
