Currently shield extenders are like this:
Basic: 22 hp Enhanced: 33 hp (1.5x as much as basic) Complex: 66 hp (3x as much as basic)
What I'm proposing is that to balance shields and armor, all you'd have to do is increase armor plates to match this ratio. The current amount of movement speed penalty doesn't make sense with the amount of armor each plate gives, but if the hp ratio was changed, it would be PERFECT.
So armor plates should look like this:
Basic: 65 hp Enhanced: 98 hp (1.5x as much as basic) Complex: 195 hp (3x as much as basic)
This would also help to make the movement speed penalties be at a closer ratio to the armor plate differences.
Basic: 3% penalty Enhanced: 5% penalty (1.66x as much as basic) Complex: 10% penalty (3.33x as much as basic) |

Agreed, though I still think armour plates should carry a penalty to stamina rather than speed. But I digress. |

If you're carrying heavier armour on your suit, you will move slower.
It's physics. Heavier items move slower due to the energy behind them being less able to move them. |

On paper the movement penalty makes sense and goes along with the mass/inertia penalty of EVE online but it just doesn't work because movement speed affects everything from walking, sprinting, and even turn speed. Spademan's point on it affecting stamina is the more logical choice right now since there isn't an armor honeycombing skill that would mitigate the movement penalty. Scaling up armor to match shields is still a good step in the right direction for now since the drawbacks flat out outweigh the positives unless you're using a prototype suit. |

The number you gave is too much. 66 shield vs 195 armor, Armor plate is giving three time more HP than shield extender !! More reasonable number would be 44 66 138 or just two time the shield, if you account the lost in speed armor tanker suffer.
I also agree that penalty to stamina instead is a good idea. |

Basic shield extender: 22 hp Basic armor plate: 65 hp
That, my friend, is roughly 3 times the amount of armor for the basic module, so why is the enhanced and complex versions of the module not the same ratio?
Enhanced shield extender: 33 hp Enhanced armor plate: 87 hp
This time it's only 2.64 times the amount.
Complex shield extender: 66 hp Complex armor plate: 115
And this time it's only 1.74 times the amount. At this point, armor only gives you a small percentage compared to shields. ______________________________
Shields give you 3 times the amount of hp per module at the complex level, whereas armor only gives you 1.77 times the amount. (22 vs 66 / 65 vs 115)
So how is this fair? |

Especially since most of the Dev team are Caldari loyalists. |

They've also said there are no current plans to make increased shields raise your profile, but there will be new armour module with reduced (or no) speed penalties, but for less HP increase. Hopefully this suggestion is also taken into account, because it's silly for higher-tier armour to lose value so much against shields. |
