The concept is simple, this mode will sacrifice a portion of it's repair value (i.e. it will restore armor hp more slowly) at every level than it's current standard counterpart. In exchange for this reduction it would also grant a mitigation effect to the weight/speed penalty applied by any armor plates employed in the fitting.
Note: I have intentionally omitted any use of specific numbers, CCP can define those values based on what's balanced.
I believe more diversity within Dust creates a more rich and enjoyable play experience as such new gear would be an asset. Are there other Mercs out there who'd fit a mod like this?

They said that new stuff for shields and armor are coming out in uprising so be patient. I wouldn't be surprised if something similar to this is included |

I'd assumed they were referencing the new bonuses on the dropsuits (which this was actually inspired by ) Do you perchance have a link wherein they provide any more details regarding the shield/armor developments in Uprising?

If you reduce the armour repair rate by much you end up with another issue entirely, that you barely regen. Right now unless you have complex reps (and even then it takes multiple) it takes ages to repair your armour. If this was reduced much then people would have even more reason to go shield. |

It's not meant as a change but rather as an addition. You could run both types of mod at the same time if desired, us only the current type for more regen or only the suggested type primarily for buffer.
In any event the goal is not to change the current repair mod it is to add an entirely new type of mod in an attempt to diversify player build options.

They're adding a new type of reduced-HP Armour Plate that doesn't come with movement penalties. They don't give as much benefit, but they also don't come with the associated cost of normal plates. |

Yeah I saw the fanfest stream which granted does a lot of the same things on balance as this suggestion, but I still think it would be a cool addition. In either even good looking out on the info
