I would guess that there would be one heavy weapon per race, and it would be either AP (anti-personnel, the proper term for AI) or AV. So like the Caldari and Amarr would have an AV weapon, and Gallente and Minmatar would have an AP heavy weapon.

The ARs should have the highest DPS but the lowest range. So the breach AR should outDPS the rail rifle, but have lower range. The ACR should outrange the AR, but not outDPS it. Balance should be based on this idea.

What we need is more mid slot options for armor tankers. Damage mods should be moved to low slots, and things like hacking mods and kincats and what have you should be moved to the high slots. Shields get gank, armor gets tank.
