Armor reps work under fire, but the incoming damage reduces the rep by the damage amount. So 100 damage would cancel out 100 rep.

The problem wasn't range, it was elevation. If they had kept the range and lowered elevation, then things would have been more balanced. Also, try seeing anything higher than 100m in an ADS, let alone hitting it.
