I have not seen this issue at all. When I am getting shot I get the red marker in the general direction of where I am being hit from. Of course that does not always mean I have time to respond to the hits but at least I know where they are coming ...

I completely agree with this. Respecing is a good thing and an easy way to make money for CCP. You could even have different levels of respecing....IE for X amount of AUR you can unlearn 10 levels.......and you can have increasing amounts of AUR g...
