did you have skills in shield before but not armor. the base stats of both armor and shields went up on all HAVs and LAVs you just didn't noticed the skill to buff HP are changed to resist now.

trust me they work wonders on armor, and bad on shields which is intended and balanced, the plasma cannon is coming for a light AV that's good on shields. they do the damage they should and there is no need for a fix to them.
