I think CCP could knock together a really basic naval game, running on EvE technical whizz a ma jigs. Allowing EvE players to buy boats, it could be done on a test server, and we could figure out what's happening for shipboarding. Sounds good IMHO.

This would be the perfect testing ground for shipboarding in EvE perhaps? Allow EvE players to control the boats as an RTS. More FPS meets RTS.
