Nope. I think they wanted to differentiate between blast and explosive, since projectiles deal explosive damage. Any damage taken from a blast radius is going to get cut by these suits (programming willing).

It's an area denial weapon, not a meat grinder. You also make it sound like both Heavies and Assaults are receiving the explosion resistance bonus, which is false. It's just the heavies, which are supposed to be able to hold a point through fire...
