I just used Protofit and got 2 Enhanced and one Complex along with a basic Nitro and a Neutron cannon. That's 856.25 HP/sec with full skills and zero to full armor in 4.7 seconds. It won't save you from a Gunlogi, but it should serve for rolling...

Watching the video of the uplink camping cloaked scout it does appear that you get a few ounces off before you de-cloak. At the very least you are shooting as you become visible. Given normal human reaction time and the current TTK that does mean...
