The Minmatar scout suit will probably be faster than the Gallente scout, but weaker in a stand-up fight. In the lore, the Minmatar tend to be rebels and pirates, so they like to get in&out fast.

For long-range precision you may want to try using a mouse. Lately I've been experimenting with using a mouse to snipe and switching back to the trusty DS3 for run&gun, and it's been going pretty well.
