Scaring the enemy, cover fire, recon, etc. Snipers are the best at range, shooting at targets that would be too hard or too far away to reach on foot.

I consider skill to be "killing in a way that others find difficult" like firing my rail rifle through the crack between two crates to headshot a cloaked scout from about 60-70 meters away.
