I'd be all for Complex Extenders being brought down to 44, making it 22/33/44. The backlash would be incredible though. We would probably be better off if they hadn't made it such a huge jump from Enhanced to Complex in the first place.

Gallente Prototype Scout's max speed is 11.11m/s with 4 Complex Kinetics. Using one slot for a cardiac regulator is practical. If it's just for going fast not much reason to go beyond Militia Minmatar Light.
